device: set dhcpx state back to pending when lease lost
When lease is lost we would keep the DHCP state to READY, but we are trying to get a new lease at this point so it is closer to PENDING. Note this does not change how the device is displayed in `nmcli device`, a connection with an expired lease is still displayed as `connected`.
