Implement suse plugin for system settings daemon.

	* system-settings/plugins/ifcfg-suse/*: Implement.

	* system-settings/plugins/Makefile.am: Add ifcfg-suse to subdirs when targeting
	suse.

	* configure.in: Check (without failing) for gio.
	Create ifcfg-suse plugin's Makefile.
