It is currently not obvious how to install/use xonsh with dependencies and python packages.
This PR implements a wrapper that allows you to construct a custom xonsh environment by using:
``` nix
xonsh.override { extraPackages = ps: [ ps.requests ]; }
```
checkInputs used to be added to nativeBuildInputs. Now we have
nativeCheckInputs to do that instead. Doing this treewide change allows
to keep hashes identical to before the introduction of
nativeCheckInputs.

The PR unnecessarily removes the `patchShebangs .`-call, also the
non-deterministically failing testcase `test_pyghooks` isn't excluded
there.

Pulls in a patch committed a couple of days after the 0.9.13 release
(the one here), to fix the tests.
