nixos/syncthing: add declarative.extraOptions
Allows setting arbitrary config options through the REST API.
Also switches to the [new](https://docs.syncthing.net/rest/config.html)
config endpoints.

treewide: simplify pkgs.stdenv.lib -> pkgs.lib
The library does not depend on stdenv, that `stdenv` exposes `lib` is
an artifact of the ancient origins of nixpkgs.
