checkInputs used to be added to nativeBuildInputs. Now we have
nativeCheckInputs to do that instead. Doing this treewide change allows
to keep hashes identical to before the introduction of
nativeCheckInputs.
use the same locale settings used by upstream's CI:

this has the effect of skipping some otherwise-failing tests on
darwin. seems slightly counterproductive but who am i to judge?
