waagent's extension `Microsoft.OSTCExtensions.VMAccessForLinux` requires Python, otherwise it would be failed to install with the following error message in `/var/log/waagent.log`:

waagent's extension `Microsoft.CPlat.Core.RunCommandLinux` needs lsof, otherwise it would produce the following error message in `/var/log/waagent.log`:

The agent has not been updated for a very long time. In addition to
updating to the newest tagged version the change creates a package for
it.
The existing version has issues with the new python2.7 package not
containing crypt.so file. And the commit
6910a4eea0 I believe introduced
regression that caused the shebang to not be updated.
using freeform is the new standard way of using modules and should replace
extraConfig.

Since https://github.com/NixOS/nixpkgs/pull/61321, local-fs.target is
part of sysinit.target again, meaning units without
DefaultDependencies=no will automatically depend on it, and the manual
set dependencies can be dropped.
Systemd upstream provides targets for networking. This also includes a target network-online.target.
In this PR I remove / replace most occurrences since some of them were even wrong and could delay startup.
