usb: Kconfig: config USB_XHCI_ROCKCHIP depends on DM_REGULATOR and DM_USB

The xhci-rockchip driver depends on DM_REGULATOR and DM_USB.
So add dependent features for xhci-rockchip driver in Kconfig.
