Introduce Verifying Program Loader (VPL)
Add support for VPL, a new phase of U-Boot. This runs after TPL. It is responsible for selecting which SPL binary to run, based on a verified-boot process. Signed-off-by: Simon Glass <sjg@chromium.org>
