7ce9d921bd dt-bindings: phy: Sync phy.h with Linux kernel 
Make sure that both files are in sync to have the same values in DTs.
The patch is fixing SPDX license as is used in the kernel and adding new
values for PHY_TYPE_DPHY and PHY_TYPE_CPHY.
