simtech: implement GPS support with AT+CGPS
The new logic is available in a new 'MMSharedSimtech' interface which
is implemented both by the generic AT-based MMBroadbandModemSimtech
modem, and by a new QMI-based new MMBroadbandModemQmiSimtech.
